Surrogate nazis in film and TV

Gave an old 70s Doctor Who a nostalgic revisit today, and while I don't know exactly what was on Terry Nation's mind, but there's something oddly familiar about Davros and his jackbooted clique in 'Genesis Of The Daleks' - right down to the tailoring and Dav's speaking/shouting voice!

Similarly Klaus Kinski's performance in Aguirre Wrath Of God, particularly the final scene, made me think the film was about more than conquistadors? Hunchbacked megalomaniac who's lost all his team, fantasising about a nonexistent empire while heading for oblivion... anyone spring to mind!
