A.R.P.?

I was just going through a source, and I found a page showing A.R.P. ranks. My question is, what's the A.R.P.?

It looks like a Party organization rather than military. The collar insignia is reminiscent of Party rank. For example, for A.R.P. Squad Commander (probably a translation) 1st class, there is a Winkel on the collar tab, with three stars (that look like caltrops). The illustrations are b/w, so that won't help much with color (colour).

Looks like a translation, Air Raid Protection or Luftschutz.

Could it be this?
