Were the regimental support Kp in an infantry regiment (infantry gun, PAK, pioneer, etc) normally tied to the battalions of the regiment ? Or were they commonly supporting other divisional units such as the divisional fusilier battalion ?

The regimental assets were frequently supporting and attached to other divisional units. Especially while forming advance or combat groups the divisions used all kind of elements from the various subunits to have a mobile unit with a high combat value.
Just an example out of many, many: Gruppe Steiner in Poland:
Stab SS”D”, I./SS”D”, I./SS-A.R., 6./A.R.47, 1./Pi.Btl.505, 3./Pz.Rgt.7, 15./SS”D”, 2 Zge. 13./SS”D”, 2 Zge. 14./SS”D”
