is there someone you can search to find info for someone who was in the RAD?

Depending on what information you already have then the first port of call would be the Deutsches Dienstelle in Berlin:
http://www.dd-wast.de/frame_e.htm

However, nowadays unless you are directly related to the person you are researching then it is very difficult to access information.
