Facilities for U boats in Kobe

I have read several places in the past where German U boats went to Kobe for repairs and battery replacement. Can anyone give me specifics on the German outpost/base there. When was it established, how many personnel , who was the commander. That sort of thing. It must have been a unique experience to be a member of the German navy assigned to repair U boats in Japan!
