Well, here's something on the fate of the sender:
Nachname: Pakusch
Vorname: Kurt
Dienstgrad: Oberleutnant
Geburtsdatum: 01.09.1909
Geburtsort: Christburg
Todes-/Vermisstendatum: 17.09.1943
Todes-/Vermisstenort: Saporoshje
I couldn't find anything on Alfred Pakusch, which might mean that he survived the war.

Here's a shot at a transcription:
Herrn Korvettenkapitän Alfred Pakusch
Kiel
Marineoberkommando Ostsee
Ober(something)stab
The Marineoberkommando Ostsee appears to have been relocated from Danzig to Kiel earlier in 1943. Here's more info:

And here is an entry for Alfred Pakusch, taken from Ubootwaffe.net...

Not to be found at uboat.net - seems he served with a T-boat flotilla.
