No, the plate is a military plate, it is marked RW and then the numbers.

RW 13871 belonged to Wehrkreis III Berlin. They used originally the license numbers 3000 - 3999, then 13000 - 13999, lateron 23000 - 23999, 33000 - 33999, 43000 - 43999. Then in 1935 the system was replaced by WH numbers.
