HELP TO IDENTIFY OFFICER & AUTOGRAPH

I have recently come into possession of a ww2 Heer Officer signed postcard, I can't work out what medal ribbon he is wearing and can anyone help with an ID of him, I have attached a pic of both front and rear of card of which has a hand wrttien name but I can't make out what it says, hence the medal might be able to link him, help please.

....also the ribbon is the Iron Cross II Class.
