Whose signature is this and what did he do
Any information about Flemisch in German service (Waffen SS, OT, NSKK, Kriegsmarine, ...) during WWII is welcome.

I believe that it is more properly the Welfare and Pension Office, based on definitions and organizational structures in the 1940s.
