It looks more like oberst Freidmund von Arnim than Oberst Philip Kleffel. The speaker holders the clasp to the WWI EK1 and it appears the front row of officers to the left of the photo have freshly awarded EK2s. Did you get the photo album from Ebay Raul? Apparently the wrecks of these vessels have been located in 300 meters of water off the Greek coast. One ship has broken in 3 pieces spilling panzers onto the sea floor

I presume the wrecks would be protected as war graves but there would be a lot of excellent armour down there!
