I checked to my sources, and I found 22. Infanterie Division created as "Kommandant von Bremen" on October 1st 1934 too. So, I think the process of forming of this unit began at this time. But I saw "Wehrgauleitung Bremen" nowhere... Concerning the 23. and 24. Infanterie Division...
